Penerapan MCS (Monitoring, Controlling and Surveillance) Pada Kapal Penangkap Ikan Di Perairan Aceh

Abstract

Monitoring, Controlling and Surveillance (MCS) is an integrated system or concept to implement responsible fisheries management. This MCS is a comprehensive concept to implement a sustainable fisheries management plan, this MCS concept really needs to be implemented because if it is seen from the cases of IUU (Illegal, Unreported, and Unregulated) Fishing that has been handled by PSDKP for the last few years.

Based on a report from the Operational Section for Supervision and Handling of Violations of the PSDKP Lampulo Aceh, there were 29 cases related to illegal fishing that were recorded from 2016-2022 in Aceh waters involving local fishermen and foreign fishermen, 18 cases involving local fishermen and 11 cases involving foreign fishermen. The forms of violations that are often caused by local fishermen are catching fish using bombs also compressor aids. Meanwhile, the form of violation by foreign fishermen is fishing in the waters of Aceh. This action is illegal and destructive fishing which is very detrimental to the environment and fishery resources in Aceh waters. This study aims to determine the application of the MCS system on fishing vessels in Aceh waters. The benefits of this research are as input to fishery business actors so that they can comply with the regulations that have been set by the government and increase the supervision carried out by the government in order to prevent Illegal/Destructive fishing (catching illegal and destructive fish) in order to preserve resources and realize fisheries sovereign and sustainable.
